The REACH Regulation which came into force on 1 June 2007 was adopted to improve the protection of human health and the environment from the risks that can be posed by chemicals.

REACH has considerable repercussions for EU manufacturers, EU downstream users and Non-EU exporters of chemical substances alone, in mixtures and articles. Non-EU substance manufacturers who export to the EU must legally appoint an Only Representative to handle their REACH related obligations for compliance and to continue their exports and maintain their business information confidential. Additionally, the registration of a chemical substance under REACH is a complex process, requiring significant effort on the part of manufacturers and importers and specialist consulting knowledge.

REACH REGISTRATION

Businesses that manufacture or import (from outside the EU) 1 tonne or more of any given substance each year are responsible for registering a dossier of information about that substance with the European Chemicals Agency.

The registrant directs downstream users in the appropriate risk management measures for any particular use of the substance and responds to other actors on other aspects of REACH.

Registrants of phase-in substances should have pre-registered them between 1st June and 30th November 2008 to benefit from the phased registration deadlines. Late pre-registration is now only available to first time importers/manufacturers.
